2009: One third of elementary students fail to meet the provincial standards in literacy and numeracy. 25% drop out before high school graduation. We need 95% passing. That means about 30,000 high school students and 62,000 elementary students in Toronto - both boards - need relevant schooling. That must happen from the community. It is not happening in the schools. If each failing child could start with 15 informed tutoring sessions, that would go a very long way towards a solution.
